The purpose of this fund enable THE LITERACY COUNCIL OF CARROLL COUNTY, INC. both to continue and to expand such programs as are or will be authorized under the Agency’s Charter and By-Laws in accordance with its mission and to fund operating expenses associated with the Councils programs.
